In parliamentary practice, previous question is the question whether a vote shall be taken on the main issue or not, brought forward before the main question is put by the Speaker.
The great remedy against prolix or obstructive debate is the so called previous question, which is moved in the form, "Shall the main question be now put?" and when ordered closes forthwith all debate, and brings the House to a direct vote on that main question. ... Old English swerian "take an oath" (class VI strong verb; past tense swor, past participle sworen), from Proto-Germanic *swērjanan (source also of Old Saxon swerian, Old Frisian swera, Old Norse sverja, Danish sverge, Middle Dutch swaren, Old High German swerien, German schwören, Gothic swaren "to swear"), of uncertain origin, perhaps from a PIE *swer- "to speak, talk, say" (source also of Old Church Slavonic svara "quarrel," Oscan sverrunei "to the speaker").
Also related to the second element in answer. The secondary sense of "use bad language" (early 15c.) probably developed from the notion of "invoke sacred names." Swear off "desist as with a vow" is from 1898. Swear in "install (someone) in office by administration of an oath" is attested from 1700 in modern use, echoing Old English.

1540s, "plan of action, scheme, design;" 1550s, "ground-plan, drawing, sketch," senses now obsolete, from French plateforme, platte fourme, literally "flat form," from Old French plat "flat, level" (see plateau (n.)) + forme "form" (see form (n.)). These senses later went with plan (n.).
The sense of "raised, level surface or place" in English is attested from 1550s, especially "raised frame or structure with a level surface." Specifically in geography, "flat, level piece of ground," by 1813. The railroad station sense of "raised walk along the track at a station for landing passengers and freight" is from 1832.
The U.S. political meaning, "statement of political principles and of the course to be adopted with regard to certain important questions of policy, issued by the representatives of a political party assembled in convention to nominate candidates for an election," is from 1803. It is probably originally an image of a literal platform on which politicians gather, stand, and make their appeals, and perhaps it was influenced by the earlier sense in England of "set of rules governing church doctrine" (1570s). In 19c., platform was used generally in a figurative sense for "the function of public speaking," and even was a verb, "to address the public as a speaker."

As an adjective from Old English uffera. The senses of "past, done, finished; through the whole extent, from beginning to end" are attested from late 14c. The sense of "so as to cover the whole surface" is from c. 1400. Meaning "leaning forward and down" is from 1540s. The meaning "recovered from" is from 1929. In radio communication, it is used to indicate the speaker has finished speaking (1926).
Above expresses greater elevation, but not necessarily in or near a perpendicular direction; over expresses perpendicularity or something near it: thus, one cloud may be above another, without being over it. Over often implies motion or extension where above would not; hence the difference in sense of the flying of a bird over or above a house, the hanging of a branch over or above a wall. In such uses over seems to represent greater nearness. [Century Dictionary]
Phrase over and above (mid-15c.) is pleonastic, for emphasis. Adjective phrase over-the-counter is attested from 1875, originally of stocks and shares. To be (someone) all over "be exactly what one expects of (someone)" is by 1721.
Old English þing "meeting, assembly, council, discussion," later "entity, being, matter" (subject of deliberation in an assembly), also "act, deed, event, material object, body, being, creature," from Proto-Germanic *thinga- "assembly" (source also of Old Frisian thing "assembly, council, suit, matter, thing," Middle Dutch dinc "court-day, suit, plea, concern, affair, thing," Dutch ding "thing," Old High German ding "public assembly for judgment and business, lawsuit," German Ding "affair, matter, thing," Old Norse þing "public assembly"). The Germanic word is perhaps literally "appointed time," from a PIE *tenk- (1), from root *ten- "stretch," perhaps on notion of "stretch of time for a meeting or assembly."
The sense "meeting, assembly" did not survive Old English. For sense evolution, compare French chose, Spanish cosa "thing," from Latin causa "judicial process, lawsuit, case;" Latin res "affair, thing," also "case at law, cause." Old sense is preserved in second element of hustings and in Icelandic Althing, the nation's general assembly.
Of persons, often pityingly, from late 13c. Used colloquially since c. 1600 to indicate things the speaker can't name at the moment, often with various meaningless suffixes (see thingamajig).
Things "personal possessions" is from c. 1300. The thing "what's stylish or fashionable" is recorded from 1762. Phrase do your thing "follow your particular predilection," though associated with hippie-speak of 1960s is attested from 1841.
"insincere, trifling, or deceptive talk," 1914. Popularly associated with roughly contemporary bullshit (n.) in the same sense, and in modern use often felt as a shortened form of it. There seems to have been an identical Middle English word meaning "false talk, fraud," apparently from Old French bole "deception, trick, scheming, intrigue," and perhaps related to modern Icelandic bull "nonsense."

There also was an early Modern English verb bull meaning "to mock, cheat," which dates from 1530s. Bull session is attested from 1920.
Also of uncertain connection with the bull that means "a gross inconsistency in language, a ludicrous blunder involving a contradiction in terms" (1630s), said by the English to be characteristic of the Irish, and thus often called an Irish bull. Sydney Smith defined it as "an apparent congruity, and real incongruity of ideas, suddenly discovered." Three examples attributed to Sir Boyle Roche: "Why should we do anything for posterity, for what, in the name of goodness, has posterity done for us?" ... "It would surely be better, Mr. Speaker, to give up not only a part, but, if necessary, even the whole of our Constitution, to preserve the remainder." ... "The best way to avoid danger is to meet it plump."

Of position or situation, "beyond the bounds of, not within," early 15c. Meaning "into public notice" is from 1540s; that of "away from one's place of residence," c. 1600. The political sense of "not in office, removed or ejected from a position" is from c. 1600. Meaning "come into sight, become visible" (of stars, etc.) is by 1610s. In radio communication, a word indicating that the speaker has finished speaking, by 1950.
As a preposition, "out of; from, away from; outside of, beyond; except; without, lacking;" mid-13c., from the adverb.
Meaning "from harmonious relations, into quarreling" (as in to fall out) is from 1520s. Meaning "from one's normal state of mind" (as in put out) is from 1580s; out to lunch "insane" is student slang from 1955. Adjectival phrase out-of-the-way "remote, secluded" is attested from late 15c. Out-of-towner "one not from a certain place" is from 1911. Out of this world "excellent" is from 1938; out of sight "excellent, superior" is from 1891. To (verb) it out "bring to a finish" is from 1580s. Expression from here on out "henceforward" is by 1942. Out upon, expressing abhorrence or reproach, is from early 15c.

One and only "sweetheart" is from 1906. Slang one-arm bandit for a type of slot machine is recorded by 1938. One-night stand is 1880 in performance sense; 1963 in sexual sense. One of the boys "ordinary amiable fellow" is from 1893. One-track mind "mind capable of only one line of thought or action" is by 1915. Drinking expression one for the road is from 1950 (as a song title). One-man band is by 1909 in a literal sense, 1914 figurative. One of those things "unpredictable occurrence" is from 1934 (Cole Porter's song is from 1935).

Middle English sēn, from Old English seon (Anglian sean) "be or become aware of by means of the eye; look, behold;" also "perceive mentally, understand; experience; visit (a place); inspect" (contracted class V strong verb; past tense seah, past participle sewen), from Proto-Germanic *sehwanan (source also of Old Saxon, Old High German sehan, Middle High German, German sehen, Old Frisian sia, Middle Dutch sien, Old Norse sja, Gothic saihwan).
This is reconstructed to be from PIE root *sekw- (2) "to see." That PIE root often was said to be probably identical with *sekw- (1) "to follow," which produced words for "say" in Greek and Latin, and also words for "follow" (such as Latin sequor), but "opinions differ in regard to the semantic starting-point and sequences" [Buck]. Thus see might mean, etymologically, "follow with the eyes" (and in some languages extending to "speak, say, tell"). But OED finds this "involves a hypothetical sense-development which it is not easy to accept with confidence," and Boutkan also doubts the connection and gives the word "No certain PIE etymology."
It is attested by late Old English as "be able to see with the eyes, have the faculty of sight, not be blind."
As the sense of sight affords far more complete and definite information respecting external objects than any other of the senses, mental perceptions are in many (perh. in all) languages referred to in visual terms, and often with little or no consciousness of metaphor. [OED]
English see has been used in many of these senses since early Middle English: "foresee; behold in the imagination or in a dream," also "to recognize the force of (a demonstration)," all c. 1200.
It is attested by c. 1300 as "ensure, make sure" (something is so, someone does something). To see to is by late 14c. as "be attentive to, take special care about" (also "to look at"); hence "attend to, arrange for, bring about as a result." See to it "take special care; see that it be done" is from late 15c.
The sense of "escort" (as in see you home) is attested c. 1600 in Shakespeare. The meaning "to receive as a visitor" is attested from c. 1500. The wagering sense of "equal a bet, accept by staking a similar sum" is by 1590s. Used in phrases expressing comparative and superlative (best I've ever seen) from early 14c.
Imperative use of see! "look! behold!" is by early 14c. Emphatic expression see here is attested from early 15c.; probably the notion is "see, here is ...;" but the modern use of it as "a brusque form of address used to preface an order," etc. [OED] is by 1897 in schoolboy talk. The qualifying expression as far as I can see is attested from 1560s.
Let me see as a statement expressing consideration when the speaker is trying to recall something is recorded from 1510s. See you as a casual farewell is attested by 1891 (see you soon; probably short for hope to see you soon). To see something in (someone, etc.) "perceive good or attractive qualities in" is by 1832.
