The meaning "sanction, approval, tolerance" is from 1550s. The sense of "a sum allotted to meet expenses" is from c. 1400. In accounts, the meaning "a sum placed to one's credit" is attested from 1520s. The mechanical meaning "permissible deviation from a standard" is from 1903. To make allowances is to add or deduct a sum from someone's account for some special circumstance; figurative use of the phrase is attested from 1670s.
botanical genus of beech trees, from Latin fagus "beech," from PIE root *bhago- "beech tree" (source also of Greek phegos "oak," Latin fagus "beech," Russian buzina "elder," Old English bece, Old Norse bok, German Buche "beech"), perhaps with a ground sense of "edible" (and connected with the root of Greek phagein "to eat," from PIE root *bhag- "to share out, apportion; to get a share"). Beech mast was an ancient food source for agricultural animals across a wide stretch of Europe.
The restriction to western IE languages and the reference to different trees have suggested to some scholars that this word was not PIE, but a later loanword. In the Balkans, from which the beech started to spread after 6000 BC, the [Greek] word means 'oak,' not 'beech.' Yet 'oak' and 'beech' are both 'fruit-bearing trees,' so that a semantic shift from 'oak' to 'beech' appears quite conceivable. The word itself may then have been PIE after all. [de Vaan]
early 14c., allouen, "to commend, praise; approve of, be pleased with; appreciate the value of;" also, "take into account or give credit for," also, in law and philosophy, "recognize, admit as valid" (a privilege, an excuse, a statement, etc.). From late 14c. as "sanction or permit; condone;" in business, of expenses, etc., by early 15c.
The Middle English word is from Anglo-French alouer, Old French aloer, alloiier (13c.) "to place, situate, arrange; allot, apportion, bestow, assign," from Latin allocare "allocate" (see allocate). This word in Old French was confused and ultimately merged with aloer; alloer "to praise, commend, approve," from Latin allaudare, adlaudare, a compound of ad "to" (see ad-) + laudare "to praise" (see laud).
Between the two primary significations there naturally arose a variety of uses blending them in the general idea of assign with approval, grant, concede a thing claimed or urged, admit a thing offered, permit, etc., etc. [OED].
From the first word came the sense preserved in allowance "money granted;" from the second came allowance "permission based on approval." The 19c. U.S. colloquial meaning "assert, say," also was in English dialect and goes back to 1570s. Related: Allowed; allowing.
Middle English dampnen, also damnen, dammen, late 13c. as a legal term, "to condemn, declare guilty, convict;" c. 1300 in the theological sense of "doom to punishment in a future state," from Old French damner "damn, condemn; convict, blame; injure," derivative of Latin damnare "to adjudge guilty; to doom; to condemn, blame, reject," from noun damnum "damage, hurt, harm; loss, injury; a fine, penalty," from Proto-Italic *dapno-, possibly from an ancient religious term from PIE *dap- "to apportion in exchange" [Watkins] or *dhp-no- "expense, investment" [de Vaan]. The -p- in the English word disappeared 16c.
The legal meaning "pronounce judgment upon" evolved in the Latin word. The optative expletive use likely is as old as the theological sense. Damn and its derivatives generally were avoided in print from 18c. to 1930s (the famous line in the film version of "Gone with the Wind" was a breakthrough and required much effort by the studio). Meaning "judge or pronounce (a work) to be bad by public expression" is from 1650s; to damn with faint praise is from Pope.
The noun is recorded from 1610s, "utterance of the word 'damn.'" To be not worth a damn is from 1817. To not give (or care) a damn is by 1760. The adjective is 1775, short for damned; Damn Yankee, the characteristic Southern U.S. term for "Northerner," is attested by 1812 (as damned). Related: Damning.
c. 1300 (early 13c. in surname Porkuiller), "flesh of a pig as food," from Old French porc "pig, swine, boar," and directly from Latin porcus "pig, tame swine," from PIE root *porko- "young pig." Also in Middle English "a swine, a hog" (c. 1400).
Pork barrel in the literal sense "barrel in which pork is kept" is from 1801, American English; the meaning "state's financial resources (available for distribution)" is attested from 1907 (in full, national pork barrel); it was noted as an expression of U.S. President President William Howard Taft:
"Now there is a proposition that we issue $500,000,000 or $1,000,000,000 of bonds for a waterway, and then that we just apportion part to the Mississippi and part to the Atlantic, a part to the Missouri and a part to the Ohio. I am opposed to it. I am opposed to it because it not only smells of the pork barrel, but it will be the pork barrel itself. Let every project stand on its bottom." [The Outlook, Nov. 6, 1909, quoting Taft]
The magazine article that includes the quote opens with:
We doubt whether any one knows how or when, or from what application of what story, the phrase "the National pork barrel" has come into use. If not a very elegant simile, it is at least an expressive one, and suggests a graphic picture of Congressmen eager for local advantage going, one after another, to the National pork barrel to take away their slices for home consumption.
Pork in this sense is attested from 1862 (compare figurative use of bacon). Pork chop "slice of meat from the ribs of a pork" is attested from 1858. Pork pie "pie made of pastry and minced pork" is from 1732; pork-pie hat (1855) originally described a woman's style popular c. 1855-65, but also worn by men. It was distinguished by a brim turned up around the low crown, a shape that resembled a deep pork pie.
