1824; said to have been given as a toast by Sir William Curtis (1752-1829), a beloved lord mayor of London in the 1820s, who seems to have been a figure of fun to whom many mangled phrases were attributed. Among the toasts he is alleged to have given at public dinners were "The Female Ladies of London;" "The three C's—Cox, King, and Curtis;" and "The three R's—Reading, Writing, and Rithmetic."
It has been very much the fashion amongst a class of persons to attribute to Sir W. C. ... a vulgarity and ignorance of speech which are by no means consistent with his character and conduct. The worthy and hospitable baronet has a rapid mode of speech, but it is always correct ; and although some eccentricities are mixed up in his composition, he is highly honourable, and has been a very useful member of society, particularly to his London constituents. type of metal-cased bullet which expands on impact, 1897, named for Dum-Dum arsenal in Bengal. British army soldiers made them to use against fanatical charges by tribesmen. Outlawed by international declaration, 1899. The place name is literally "hill, mound, battery," cognate with Persian damdama.
It was to stop these fanatics [Ghazi] — and that firstclass fighting man Fuzzy-Wuzzy, of the Soudan and of Somaliland—that the thing known as the Dum-Dum bullet was invented. No ordinary bullet, unless it hits them in a vital part or breaks a leg, will be sufficient to put the brake on these magnificently brave people. "right of each citizen to liberty, equality, etc.," 1721, American English, from civil in the sense "pertaining to the citizen in his relations to the organized commonwealth or to his fellow citizens." Specifically of black U.S. citizens from 1866, in reference to the Civil Rights Bill, an act of Congress which conferred citizenship upon all persons born in the United States, not subjects of other powers, "of every race and color, without regard to any previous condition of slavery." Civil Rights Movement in reference to the drive for racial equality that began in U.S. in mid-1950s is attested by 1963.

Originally an argument or appeal to the known preferences or principles of the person addressed, rather than to abstract truth or logic.
